Can the buyer transfer/resell off-plan before handover?

What snagging and defects rights apply?
Snagging period 30-60 days from handover. Civil Code Article 880: 10-year decennial liability for major structural defects; 1-year warranty for installation defects. Common-area claims via JOPOA; unit-specific direct against developer/contractor.
